Artemis Fowl:
+ Artemis Fowl the Second: Has left the building camp! D: Before he escaped, though, he and Wufei were friends, despite Artemis being a criminal mastermind and Wufei being a law enforcement officer. When they bonded, it was mostly because of the fact that they were both (a) sane, and (b) very, very smart. Also, there was the incident with the groping, but Wufei doesn't talk about that. He had a bit of a crush, but. IT WOULD NEVER HAVE WORKED. D:
Bleach:
+ Honshou Chizuru: Thinks she's totally crazy, but doesn't particularly dislike her.
+ Ishida Uryuu: Finds him a bit strange, but figues that overall he's quite sane. Considers him a friend, if not a terribly close one.
Bob the Angry Flower:
+ Bob the Angry Flower: Doesn't like him, but doesn't have the BURNING HATRED towards him, either. Refuses to fall for Bob's schemes.
Buffy the Vampire Slayer
+ Buffy Summers: Wufei likes her. She's smart, she's tough, she's sane, and she's got a sense of humour. And she kind of reminds him of Sally. Considers her a friend.
DC universe
+ Bart Allen/Impulse: Finds Bart immature, but likes Bart a lot despite himself. Considers Bart an aquaintance only, though, because he doesn't think that Bart would understand what he's done in the past.
+ Kon-El/Superboy: Likes Kon, as he has gotten to know Kon better because of Kal. Considers Kon a friend.
Dynasty Warriors
+ Huang Yue Ying: Wufei doesn't mind her. He's polite to her, partly because she's very important to certain people that Wufei doesn't mind and partly just because she seems to be an OK person by him.
+ Lu Xun: Wufei doesn't know about the whole 'two Lu Xuns' thing. Wufei didn't like him much for awhile after Lu Xun attempted to take Altron and shoot the duckling at Shinn, but mostly forgave him.
Excel Saga
+ Excel: Distrusts Excel lots and lots due to their differences in opinion about politics. Also, thinks that she's kind of stupid.
Fullmetal Alchemist
+ Alphonse Elric: Likes him, but thinks he's too soft-hearted, especially towards Itachi - Wufei feels that Al is too forgiving of the fact that Itachi murdered his family, and that Al doesn't understand a lot. Because of Wufei's Massive Issues about this, Al is an aquaintance to him.
+ Edward Elric: Doesn't know Edward all that much, but doesn't mind what he knows.
+ Russel Tringham: Doesn't mind him.
Fullmetal Panic
+ Sagara Sousuke: HATES HIM WITH THE FIERY PASSION OF A THOUSAND SUNS. Sousuke INSULTED THE JUSTICE, and must die. Or at least get the shit kicked out of him. Wufei very much wants to do the latter (as doing the former would leave Wufei with a very upset Heero), however, Sousuke screwed up his plans by dying, and then there was the thing where Wufei got female, and they haven't made arrangements for another duel yet. But they probably will. Eventually.
GANTZ
+ Nishi Jouichirou: Distrusts him, and mildly dislikes him.
