Well, wouldn't it be kind of bad if someone passed, and because they were terrible at it, they dropped it and the other team got it?

Of course that would be bad, and it happens sometimes. But if I spent my time watching out for bad passes, then I'd never find the snitch.
And if Jack spent his time watching out for them, then the Chasers would be left to battle the bludgers on their own...
...which would result in more dropped passes. ;)
See how it works? The only way to make it work is to drill the Chasers on the passing, and the rest of us on what we actually need to work on.
