No idea what act its related to, but I've known people to be fined for bike-riding while drunk... I dare say its a much more minor and non-prosecutorial offense.
That said, the likelyhood of being done for drunk riding is incredibly rare.
They must have been basically falling off their bikes for the police to notice something was up.
There is no law that states that you can't ride your bike drunk, but they are aloud to give you a fine if they assume your intoxicated, which then doesn't make any sense of there being no law.
So you'd either have to be riding all over the rode for them to notice you or have been holding a beer or something whilst riding the bike.
