In 2001, FEMA warned that a hurricane striking New Orleans was one of the three most likely disasters in the U.S. However, the Bush administration cut New Orleans flood control funding by 44 percent to pay for the Iraq war. This is due in large part to the sudden mutation of FEMA into a counter-terrorism organization by Bush. It is greatly unequipped to do what it needs to do, protect the safety of US citizens.
The funds that NO did receive are in fact a pittance when compared to what they actually required. Maybe if duct tape was an effective flood deterrent, they would be fine, but sadly that is not the case.
Also, what you said about the mayor warning the citizens of NO the morning before is utter bullshit.

This is a declaration of emergency asking for assistance from the federal government that was submitted four days before Katrina actually hit. They were warning individuals in advance, sadly they had no help. The abilities of the mayor and governor are vastly underdeveloped compared to those of the federal government.

They were NOT warning for days. I have friends who live in New Orleans. Friends with NOTHING right now. THey did not warn them for days...thef federal gov't and the tv's did YES but as far as local and state government they did not warn them for the catastrophe that they new was lying before them.
I could go on but I won't. I have no blatent disregard...I have facts. Stop watching the damn news and get the facts. There was no real emergency plan. FEMA can't move in until the governor asks- they can't bring out of state NG or regular army forces ntil the governor asks them to come in. Also, POTUS declared on SAT. that new orleans should have a mandatory EVAC....than made a follow up call on Sunday to the gov which she FINALLY did make the evacuation mandatory on sunday (the day before the hurricane hit).
Basically all the mayor could really do at that point was tell people to leave and if you don't leave make sure you right your s.s.n. on your arm im permanant marker.

It is a declaration of emergency preparedness sent to the federal government by your so called inept state officials, which just so happened to be dated the 28th. They consistently warned individuals from that day on.
This is not news. This is straight facts. I'm not working off of word of mouth, it's an actual state issue release.
I'm sorry your friends lost everything, but don't lay blame where it shouldn't be laid. There is a much more responsible party that just so happened to be on vaction.

You can rationalize the federal government's ridiculously slow response any way you like. However, keep in mind that a state government that has been severely hamstrung by the aforementioned government will be hard-pressed to do everything themselves.
