This is a simple colouring icon to turn this into this
using PSP8

1. Get your icon base, crop and resize it to something 100x100 or smaller, depending on what you want. Sharpen it as many times as needed, i sharpened it twice.

2. Duplicate the base twice and set both of them to screen. Set the bottom screen layer to 100% and the top screen layer to 56%.

3. Create a two new layers and fill one with #CBFFD4 and one with #CBE8FF and set them both to burn.

4. Create a new layer above the background layer, but below everything else and fill with #CBFFD4 and set it to dodge at 62%.

5. OK this part might be a little confusing so if you need any answers just ask. Set the screen layer that is at 56% to 100% and then go Edit >> Copy Merge and then go CTRL+V and set that layer aside for later. Then go back to the image and set that previously changed screen layer back to 56%.

6. Create a new layer between the screened layers and fill with #FEC478 and set it to darken at 100%.

7. Take the image we had set aside and paste it on top of all the layers and set it to soft light at 48%.

8. Add text and decoration as you wish and voila!
