Ok so I've majorly cut down on the communities that I belong to and now I am only in two: ___ooh_la_la and the__jungle. You can still promote your communities in my journal but for me to consider joining them they must:
a) Be active
b) Have at least 50 members
If your community does not follow those guidelines you can still promote to me but it will be a waste of time because I will not even consider joining it.
