no it would be "how tragic"
tragical is tragicaly not a word, you would never need the word tragical because you will always beable to replace it in a sentence with either tragic or tragicly

you wouldnt combine them "it was tragicly magical" or "magicly tragic" or "tragic, and magical"
tragical just sounds stupid
