The lack of high ranking shinigami has caused quite a stir in Seireitei. That's why I was sent to find Kyouraku-taichou...
Am I correct to assume that all the missing shinigami are here in this 'City'?

I can only imagine... It was only Matsumoto-fukutaichou and myself for a while but recently everyone else has started to appear.
All of them and more. Shiba Kaien, for starters.

As far as anyone's been able to tell, things like that don't matter. You can die here, but still come back.
Someone said that if you're dead, you can't leave.
I don't know about that, but it's certainly been difficult in finding any way out of here, let alone one that works for more than one person.
