1. Duplicate you base & set it to screen.
2. New selective colouring layer, opacity 50%

Reds:
Cyan: +100
Magenta: 0
Yellow: -100
Black: 0

Yellows:
Cyan: -58
Magenta: 0
Yellow: 0
Black: +39

Whites:
Cyan: +63
Magenta: 0
Yellow: -27
Black: +58

Neutrals:
Cyan: -58
Magenta: 0
Yellow: 0
Black: +44

3. Grab this soft light texture from innocent_lexys 
Flip vertical and lighten 50%

4. Grab this texture also from innocent_lexys and drag it to where the dark blue parts are. Lighten 70%

5. Duplicate your base and drag it to the top. Set it to lighten 100%.

And your done!
