text encoding of page doesn't depends on my CSS. It's wrong result from database, I guarantee that.

DB table designed in utf-8 charset, and they've lost 'set names' query somewhere, so they've got data in windows-1251. And we can see result.

I saw this symbols many fuckin' times and I know them.

Самое интересное, что комменты, оставленные во время бага, так и остались в кривой кодировке.

Потому что они записались в БД не в той кодировке, в какой обычно. А теперь читаются обратно в уже стандартном порядке, само собой с ошибками.
