As to where they're from... That's none of your business.

It may offer some clues as to what they are. If you got them from a person, it may be simpler to trace it back to their country of origin and location, or even to their native language. If you're decoding something, you can't just throw it in the air and expect it to solve itself. You need as much information as you can get.
