The rats are sorted-either Dracula ... well, dealt with them, or they vanished when the flood ended. I doubt they got anywhere else in the ship; they were quite insistent on staying in O'Brien's room.
Perhaps he was waiting for someone to ask? Dogs are quite a responsibility, and I'd hate to see one stuck with someone who wouldn't care for him properly.
Speaking as a dog owner, I can only agree. [It occurs to her that maybe she should have let Dios deal with the rats, except then she remembers that some of them nearly outweighed him.]
Dios. Not my name for him, but I didn't like to change it. Come join us in the CES before breakfast. He likes people. Well, most people. But I expect he'll like you.

[George dresses for morning strolling. And not just in clothing, like a modern person: in his suit and tie and bowler hat, which he removes in greeting.]
Good morning, ma'am. And who is your handsome escort?
[Una-who is dressed in a sort of very English country tweed jacket-and-trousers-smiles and waves in greeting, and Dios bounds out as far ahead as his leash will permit him to greet George with a lot of bouncing and tail-wagging.]

Although I can't say I would have minded if the Admiral had had to furnish us all with several ratting dogs.

Good boy. Good boy, Dios.
[If George had a tail, it would also be wagging. He eventually manages to return his attention to Una.]
If I had known there would be so many other dogs on board I would have brought my Violet.
