I do think you have to draw the line somewhere, but some minor characters are definitely more minor than others...
The example you gave - Andromeda Black/Ted Tonks... although the characters themselves are only mentioned briefly, we know or suspect quite a lot about them through extrapolation...
Whereas some other characters we have nothing but a name, and sometimes not even that... there's nothing on which to base an interpretation of the character... but then that doesn't stop people from trying...
So... yes. I think a line should be drawn, but I'm not sure exactly how...

I agree with the general concensus. (I think.)
If someone submits a request saying they'll just die if they can't have Bertha Jorkins/Zamira Gulch, well -- I don't see why they shouldn't have it, if that's really, really what they want. However, nothing says you have to advertise the pairing as being up for grabs, y'know?

I do have to add that my own snarky husband wanted to know if a Harry/Trolley Witch fic existed, so if anyone requests that pairing, please let me know!
